Dalam memorandumnya, Tan Cheng Lock mengatakan kecuali orang asli, orang Melayu juga adalaah pendatang-pendatang yang baru seperti bangsa-bangsa lain. sumbangan ekonomi orang bukan Melayu sangat penting bagi Tanah Melayu, oleh itu kerakyatan jus soli sangat penting bagi membolehkan mereka terus memberi kerjasama itu. Cadangan UMNO menafikan 90% penduduk Cina yang layak menjadi rakyat Persekutuan Tanah Melayu.

..it is estimated that between 50% and 60% of the Chinese population of the Federation have become citizens by operation of law. This is percentage which will rise substantially as the years pass- others can obtain citizenship by application, by complying with conditions less stringent than those which faces them previouly. of Indian population it is estimated that 30% are federal citizens by operation of law and many more can qualify by application. Since approximately 98% percent of Malayan population are Federal citizens, it is estimated that as the result of Legislation passed last September, some 72% of the total population of the Federal have become citizens by operation of the law".
